Coastal Trident 2017

Coastal Trident is an annual training, field experimentation, and exercise program

  • Intended to advance the state of the art in addressing threats to the U.S. Marine Transportation System (MTS)
  • Planned and conducted by GT2 Center for Threat Management, in partnership with key stakeholders in regional port and maritime security

Coastal Trident is conducted to support evaluation of capabilities and identify areas for improvement during scenario-based activities

  • Provide an operational venue to evaluate current capabilities, response plans, and TTPs
  • Provide a relevant test and experimentation venue for developing and transitional technologies
  • Emphasize a regional focus to address complex interagency response issues

Coastal Trident 2017 Modules

Module 1: Coordination of an Intelligence-driven Response
Under Module 1, a discussion-based exercise will be conducted to evaluate the capabilities of regional stakeholders in port operations, security, and emergency response to coordinate resources in response to intelligence or early warning of an imminent threat to port and maritime operations and critical infrastructure.

1.1: Regional Strategies to Counter Threats to Port Operations and Security

Module 2: Enabling Domain Awareness and Information Superiority

Under Module 2, a series of field experiments will be conducted to evaluate the capabilities of technological applications to collect, process, and disseminate information to enhance port and maritime domain awareness and enable timely and effective operations.

2.1: Proximal Web-based Situational Awareness
2.2: Real-time Dissemination of Aerial Intelligence, Surveillance, and Reconnaissance
2.3: Integrated Command and control of Shipboard Sensors
2.4: Long-range, Low-power Data Links

Module 3: Aerial Hazard Assessment, Threat Mitigation, and Incident Response
Under Module 3, a series of field experiments will be conducted to evaluate the capabilities of technological applications to support the detection, tracking, and mitigation of aerial threats to port and maritime operations and critical infrastructure.

3.1: Unmanned Aircraft System Detection and Identification, and Threat Mitigation
3.2: Unmanned Aircraft Detection and Point Defense
3.3: Unmanned Aircraft Area Denial
Module 4: Underwater Hazard Assessment, Threat Mitigation, and Incident Response
Under Module 4, a series of field experiments and training activities will be conducted to evaluate the capabilities of technological applications and regional stakeholders in port operations, security, and emergency response to support the assessment and mitigation of underwater threats to port and maritime operations and critical infrastructure.

4.1: Cross-domain Unmanned Underwater Hazard Assessment
4.2: Counter-IED Operations with Remotely Operated Underwater Vehicles
4.3: Detection and Interdiction of Unmanned Underwater Vehicles
4.4: Underwater Hazard Assessment and Port Incident Response
4.5: Operational Response to a Waterborne IED Incident
Module 5: Hazardous Environment Assessment, Threat Mitigation, and Incident Response
Under Module 5, a series of field experiments and training activities will be conducted to evaluate the capabilities of technological applications and regional stakeholders in port operations, security, and emergency response to support the assessment and mitigation of hazardous environment threats to port and maritime operations and critical infrastructure.

5.1: Integrated Protection System for Critical Infrastructure
5.2: Operational Response to a Shipboard Hazardous Materials Incident
5.3: Emergency Management of a Shipboard Public Health Incident
5.4: Operational Response to a Shipboard Fire Incident
Module 6: Active Shooter Incident Response and Threat Mitigation
Under Module 6, a series of operations-based exercises and training activities will be conducted to evaluate the capabilities of Port of Hueneme staff and regional stakeholders in Port operations, security, and emergency response to support the operational response and mitigation of an active shooter incident.
